Working with local partnerships: Sheffield Accountable Care Partnership and South Yorkshire & Bassetlaw Integrated Care System

Our position statement makes clear the principles by which we engage with the new partnerships, and our role in supporting the Accountable Care Partnership to develop their approach to service user and population voice.

[Please note, as of December 2021 Sheffield Accountable Care Partnership (ACP) is now known as Sheffield Health and Care Partnership (HCP)]

In our 2018 strategy, Healthwatch Sheffield set out three aims for the following two years. One of these was to ‘Bring voice and influence to existing health and care commissioners and providers as well as to the emerging local partnerships’.

We wanted to be clear about the challenge of continuing to connect local people and their experiences to formal decision making structures, such as boards and committees, and individual NHS and social care organisations, whilst keeping apace with the increasing focus on ‘population health’ and partnerships between NHS and local authority funded organisations.

Healthwatch Sheffield is involved to varying degrees with these new partnership arrangements for health and social care in both Sheffield City and in South Yorkshire and Bassetlaw, for instance through the South Yorkshire and Bassetlaw Sustainability and Transformation Plan.  The way that these plans are implemented, including organisations working more closely together, new governance, and the delivery of different services through the mechanisms of the regional Integrated Care System (ICS) and the Sheffield Accountable Care Partnership (ACP), is of central concern to us and to our stakeholders.

Our position statement

These partnerships and our relationships with them, has been discussed with stakeholders and with our Advisory Group over many months, and will continue to be high on our agenda. We’ve published a position statement to summarise those discussions.

Our position statement makes clear the principles by which we engage with the new partnerships, and our role in supporting the Accountable Care Partnership to develop their approach to service user and population voice, which will involve sharing supportive and challenging points of view.
